Lead Safe Rental

My rental property is recently renovated and all lead paint that could be within the house has been covered thoroughly. However in Maryland the outside paint cannot have any chipping or peeling so I cant pass inspection. Has anyone else had any similar experiences? Painting the exterior would cost roughly $4000.
