when to bring the inspector before the offer or after the offer

If you are in a highly competitive market where inspections are waived, do it before the offer.  Most other markets, you do it after the offer is accepted and make the offer conditional upon the inspection so you can back out if there are problems with the inspection (same as you do for financing).   You don't want to pay for an inspection, if your offer is not accepted.
