Lender for burned out property?

I'm trying to help the owner of a duplex get financing (essentially a cash out refi) to repair fire damage, which was extensive. The amount of funds needed would equate to about half of its market value. 

I spoke with a couple of my hard money lenders locally and it didn't suit them. Any recommendations? 

The property is in the Bay Area.
