Refinancing with Fed most likely lowering rates?

Hi,

My mortgage broker said that the upcoming Fed interest rate cut(s) will not have an affect on 30 year fixed or HELOCs. I am currently thinking about refi'ing two 30 year fixed and one HELOC. Should I wait?
