Legal advice regarding mold in an apartment

I need legal advice on a rental unit having mold and now my sister is stuck. She has done about 5 mold tests and all of them were oozing out. Now her , her husband and 1.5 yr old daughter are sick and the owners do not want to fix anything. Do we have a case? Can I go to her apt and fix the issues myself, just so the baby doesn't have to deal with this. What are my options?

First.  I'm not a lawyer.  I do not provide legal advice.

Mold exists in EVERY house and apartment, so the fact that mold is present means nothing.

Mold grows where both water and organic materials exist.  The biggest problems are created by water leaks.  When a water leak is not fixed, the problem can become worse and worse.  A responsible landlord will fix a water leak quickly to protect both their asset and the health of their residents.

An air quality test is usually a better indicator of any health risks related to mold.  If there are lots of spores in the air, it can cause sensitive people to have issues.   There are many companies that can do this sort of test.
