Self Direct IRA Financing / TSP

Hi BP, 

I'm ready to rollover my IRA to a SDIRA to invest in an out-of-state property. I'm looking into getting a non-recourse loan to fund the rest of the amount. If I am short of the usual 35-40% down, can I always add to the account? Also, if anyone is familiar with TSP accounts, can you also rollover funds from a TSP to a SDIRA?
