Smart Investment for Newbie Investor

I am looking for some help on this property that i am interested in buying to hold. The property is located in west baltimore, md and is advertised as a 4 bed 2 bath MULTIFAMILY. I see a 5 bed 3 bath multifamily. Its current listing price is 30k but will go for less. The neighborhood is decent and the immediate next door neighbor is a police officer and has lived there for 15 years. I spoke to him today and he said his property which is the same set up is worth140k. The property will need at least 50k put into to get its true worth. Im seeking financing/education/guidance etc. This is an excellent opportunity. Ive taken another investor to see the property and got their opinion. If you have any questions please ask. Thank you
