Selecting Tenants - Fourplex

Hi All! 

I was looking to see if anyone can provide me with insight or a clear answer to my question.

Background - I have purchased a fourplex and a few of the leases are coming to an end. I am using a PM to manage the property for me. I am also living in one of the units while I rent the other 3. 

Can I select which tenants we approve to move in?

I was told we have to select the first person that passes all of the requirements - not sure about this.
