Roommate or No Roommate?

Have a tenant in CA who's been there for about a year now, they've been very good tenants. The lease is ending in a month and I sent renewal papers well in advance (2 month before lease ends). After two weeks of not hearing back, I contacted to ensure they have received renewal forms and if they want to proceed. At first, she said she wants to stay but boyfriend doesn't (seemed as if they broke up), and unless she can bring a friend to stay, she can't afford rent. Later she said she is still with him however he doesn't want live there but occasionally visits/stays. She then recommended her friend as roommate. The friend sent an application and history looks OK but the friend is coming from out of state and I'm still waiting for employment verification in CA (evidently has been offered jobs but still haven't received confirmation).

Any recommendations how to proceed?
