Who typically pays to re-key a house when a tenant moves out? Is it a fee that a PM sends to the owner/investor or does the Property Manager absorb the cost?

I highly recommend installing Kwiset SmartKey locks that you can rekey yourself in seconds with a simple tool that's included with the lock. They're a little more expensive than a standard lock, but way cheaper and faster than a locksmith. Note that these are not electronic locks (although they do offer electronic versions). SmartKey just refers to the rekey feature.

If you have a property manager, this would be a good question for them because we can't possibly know how they operate their business. Typically, it's an owner expense because it's the owner's property. However, some managers will charge the tenant for it since the change of tenants is what creates the need for a lock change.
