Tenant gets away with not paying rent for 14 years! $34k+ debt!

In Italy, tenant evictions can get suspended for 6 or 18 months, if the tenant is unemployed, is over the age of 65, or has 5 or more children.

It’s not clear if they would be required to catch-up on payments after the period, or just keep paying as if they never missed a payment.

France, and most the region has some of the same laws... I have a friend who has a house he rents out in the UK, that experienced issues for about a year or two. You can normally get them out in a few months to a year, but it’s like playing cat and mouse.

WOW what an eye opener for all that don't have any experience with the Socialist State. People in the US need to wake up and stop courting the Socialist Beast. And by the way if you think you are safe think again, look at CA, IL, NY, and other Socialist minded Legislatures that have been dismantling Landlords Rights for years. There are sites on the web that teach you how not to pay rent in lots of places in the US that have adopted Socialist style housing laws. These Socialist in our legislatures are using private business people as their piggy banks.  They create laws that sap the economy and then when people are all poor and distressed they fix this by putting those burdens they created on the most productive people in our country like ourselves and other hard working producers in our economy. This article is really not about real estate its about politicians using your hard work and money to garner votes and likes along with building their parties and political war chest.  LETS ALL WAKE UP AND SHUT THESE PEPLE DOWN. If we do not these crazy laws will slowly creep in to you town and state.

it is happening in the US look at some of the states I mentioned on my post. I would never own investment property in these states, we should all divest holding in these states so they can feel the pain of their evil stupidity, the way to fix it is to deny them you money by a mass exodus and competing our family, friends, and business associates to shun these socialist minded states and destroy them by attrition.

Investors in Cali already start buying houses and don't want to rent - just hold them until they appreciate to make their profit.

No kidding that there are plenty of homeless people in LA, SF etc who even working, couldn't afford rent. 

The more government regulates the market, the worse outcome will be. 

Free market regulates itself: let people make money and law of demand and supply will stabilize everything.

Youtube comments are pretty much scraping the bottom of the garbage can as far as internet communication goes.  Coupling that with an account named "The Opinionist" I think there's an excellent chance you've been trolled. 

Helping someone that is destitute and thankful is one thing. But these people brag that 1) if you saw us you couldn't tell that we are on disability payments. So they probably have really nice clothes and the newest Iphone. 2) Brag about the fact they haven't paid rent in 14 years??!! Brag that you are a freeloader and a thief??!!

On top of their stupidity took a slam at the US saying that this would never happen in the US. DUH and eventually it wont happen in Italy. This is the kind of lunacy the socialist morons want America to be full of.

After reading that, I found the following which is absolutely shocking. Apparently the Italian rental market has been in decline for decades, since the 1920s when the government worked its magic and instituted special statutes, denied termination of contracts, and prevented rent increases. In 1978, the Italians went "all in" with the Fair Rent Law that set 4 years as the minimum duration and cemented rent control.

After the initial 4 year contract is up, landlords may remove tenants in order to sell their properties. This has led to a dramatic move away from rentals as they are no longer profitable. Existing landlords are now front loading inflation into contracts since they can't raise rents even at the level of inflation at renewal.

 Great post Greg. Thanks for doing that research. This is some quality content. It's insane what can happen & which rights can be lost when voters start sliding down that slippery slope.

I read a recent blog post from a couple traveling Europe. They rented a car and drove through Italy. Six months after returning home, they got two traffic tickets charged to their credit card by the car rental company. The guy writing the post said he had heard that Italy was strict on speed, so he is sure they never speed. It took weeks to get details on the tickets. It turns out one ticket was for going 1 mile over the speed limit. Apparently there is a rule that a few kilometers before any city, the speed drops on the highway. Even though it is not posted. The other ticket was for driving by the same place within a few minutes. Apparently it is against the law to be "lost", not worded that way, but basically loop driving is not allowed.

I had a friend who lived in Italy in the 90's and corruption, bribery, extortion, theft are all common day-to-day life there. It has been that way forever. Where do you think the mafia came from? 

Nothing new in Italy though. During World War 2 my Grandfather was in an Italian prisoner camp. He was imprisoned because he was a government employee of an invaded country. He worked at the post office! Him and some other guys "escaped" one night. This amounted to walking past the drunk guards passed out. He said the Italians were lazy drunks. I am pretty sure nothing has changed in 75 years.

34k over 14 years means 202 Euros per month. I'm not sure on the exact rent amounts in Italy, but I'm sure it's more than that. 

To get disability in Italy, apparently you must have been working and made 5 years of contributions prior to filing, making it 19 years they would have to have lived there (assuming the "on disability" meant for 14 years as well).

Either way, ridiculous. I hope San Francisco authorities and the province of Ontario don't find out about the eviction procedures that Italy has.

My first though is how grateful I am to live in the USA where we still have so much opportunity to better ourselves.

Second thought is they may just be a troll. Even in the worst countries legally speaking I couldn’t imagine someone can get by that long without paying rent and the PM could do nothing about it. If I were in a situation like that and really could not legally do anything I would let the property go back to the bank or the state and wash my hands of it.

Even in the USA I have heard of tenants going 2 years and paying nothing but it was because the landlord allowed it and did not evict the tenant.

Seriously, I'm all for free healthcare as long as they give up all their comforts. Nobody should be able to live on the public dole without sacrificing their own comforts first. That includes TV, Doritos, pop, cell phones, name-brand clothing, etc. Boiled chicken, rice, and water will sustain anyone for their entire life until they can afford to work for better things.

 Agree. I liked the recent proposal of shipping people boxes of food as opposed to issuing food stamps for them to buy whatever they wanted. Did that ever go through? I haven't followed up on it. I know a lot of people where in an uproar but I loved it.

@James Wise and this is just one slice of bread in the loaf. I was stationed in Germany for almost seven years in the 80s and 90s. A German relative was a heavy equipment operator that broke his hip while on the job. he was 45 years old when injured and sat on a waiting list for a hip replacement that never came. It was apparently cheaper for the government to pay him disability than to pay for the surgery. He walked with a severe limp and could not enjoy life for the next 25 years until he passed away. That's what happens when you pay almost 50% of your income in taxes so you can afford "free" healthcare.

@Nathan G. In the Scandinavian countries if you are diagnosed with cancer, it’ll take you months to just see a doctor. Idk about you but if I am diagnosed with cancer I don’t want to be waiting months to see a specialist

My thoughts exactly! Even with the toughest tenant laws, it wouldn’t take 14 years to evict someone. This is landlord negligence.

Actually, it was a question: "I wonder if the government is picking up their rent." I want to know whether the landlord is taking the hit or the government is paying the landlord since the tenant is working the disability system. Neither implies that I want government freeloaders.

I also don't think wanting to get paid is a California concept. As a landlord I want to get paid. I suspect you do too. If the choice is to not get paid or get paid by the government for freeloaders, we all will take the government money.
