By the way, when someone tells me their house is haunted I have a standard reply: "if there are ghosts in your rental, you will be penalized for having an unauthorized occupant."

This photo was taken by me, not a tenant! A week later, a contractor took a photo in a different part of the basement with their own camera with similar results. Handymen would find a dead cat down there about every other month.
We terminated management!

No, not when water is not being actively used and then shut off. If it had radiator heat, that does make sense, but that too should have been recognizable to anyone that ever has been in an old building.
To be clear, I am not claiming ghosts were at all responsible, but just how far the "investigation" went. The part about it "responding" would make me think the tenants somehow rigged the noise.
Anyway sounds like a mystery for the ages.

@James Wise , lol, I originally thought the same thing...
About 3 weeks after we terminated, the only 2 occupied apartments in this 4-fam vacated. A week after that, the owner's contractor was charged with attempted homicide of one of his subs. Mad weird.

If Casper himself asked me to sell his house I'd dotloop the contract right over.......Also the murder isn't all that weird. It's construction man. Drug abuse and violence are very tightly intertwined with the construction industry. Total coincidence.
