Multi family new construction

New to real estate investing. Have a home in upstate SC. Currently live in Abu Dhabi. Will be retiring back to SC in a couple of years. 

Would like to purchase multi family housing in upstate SC or in the Charlotte NC area. I can't find much to purchase. 

Would it be a mistake to build new?
