Question on Baltimore City MARYLAND Property Tax Appeal

So, Just 2 basic questions for anyone that is familiar with the Baltimore city Property Tax assessment appeals.  I'm appealing my valve after a recent purchase.

1.  Is the assessed Value supposed to be the actual Value? Or the Actual Value minus the costs to sell?   (In Florida it's the actual value minus costs to sell such as commissions, closing costs, ect.)

2. When appealing the value after a purchase what date are they looking to establish a value? Would be it as of the hearing date? or as of the Date of Purchase? Or Jan 1st the prior Year?
