Cash out refinance before 6 months

Purchased an owner occupier multi family 3 months ago. Currently have 30% equity in the property based off of estimated value. Looking to cash out refi 20% so that I'll be operating with a 90/10 LTV. Can I perform this prior to 6 months of ownership. Appreciate and all recommendations/ help.
