Won an auction on a PHFA home, and now they are selling to HUD?

I won an auction in Pennsylvania on a home obtained at Sheriff sale by PHFA, and offered at auction by an auction company hired by PHFA. It's been almost 2 months now, and the last and only word I heard from either entity was that PHFA is deliberating and may decide to sell the home to HUD, who they claim I can then deal with to purchase the home at the price I won it at. Is this normal for the PHFA to not even try to negotiate price with me, and just sell it off to HUD? Is HUD even obligated to deal with me first and give me an opportunity to purchase the home from them, or are they going to do whatever they feel like with the property? Any help and or information that any of the experienced buyer's can share with me would be greatly appreciated!
