Water submetering in Los Angeles (Hawthorne)- opinions?

First post here. I'm based in Torrance, just bought a triplex in Hawthorne (3x3bd2ba). I'm interested in submetering the water as I'm not keen on paying for others' wasteful ways. I'm inclined to think most tenants won't make whether they pay water a deal breaker when they're evaluating places to live. In fact, I'd think most tenants would treat this as an afterthought, if they pay attention to it at all. What are your thoughts on submetering and do you have a company that does this that you can recommend?
