TLDR: If an Oakland landlord is fined/penalized due to the condition of a rental property, and appeals it, the folks that issued the fine will no longer be the very same ones reviewing the appeal. Kind of like if a cop gives you a speeding ticket, the cop shouldn't also get to be the judge if you choose to fight it, right? So really this is how it always should have been, but thanks to the court that's now how it will be.
