Tree Removal Laws in the City of Tampa

Hello - Is anyone familiar with the laws surrounding the removal of trees in the city of Tampa? There is an old oak tree that is causing foundational issues on one of my rental houses. The city is fine with issuing a permit for its removal, but in exchange, is requiring that I pay money into a tree trust fund or plant replacement trees.

I am a bit skeptical of this requirement, because I have no choice but to remove the tree. I would understand having this requirement if the tree was being removed simply for a cosmetic reason. Can anyone confirm if there is an exception that is made for situations like mine where the house is being damaged by the tree?
