Is it normal for buyers to pay their agent an administration fee?

I'm trying to buy my first house.I found one I want in Tampa and contacted an agent via Zillow. She is not the seller's agent, just the agent Zillow paired me with. She showed me the house and I asked her to make an offer on my behalf. She sent me some paperwork to fill out. One paragraph says that I agree to pay a $345 administrative fee to her agency to cover processing over paperwork upon closing. I've been doing my research and, although I expect to pay quite a lot in closing fees, an administrative fee paid to the buyer's agent was never listed in any of the fees I've read about. Is this normal and I am simply mistaken? Or is this abnormal in which case I would need to speak up about it and not sign. I was under the impression that a buyer's agent got paid out of the commission the seller pays, which the agents split. 

Is this normal or sketchy?
