I understand costs to rehab a property can vary wildly depending on a ton of factors. But what if the only differing factor is the amount of units? All things remaining equal except for the amount of units, how much should quadruplex cost to rehab relative to its duplex equivalent?

Your hypothetical is invalid in at least 95% of duplex-to-quadplex comparisons. Most duplexes simply aren't built using the same methods/layouts as most quadplexes are. That's probably what you're missing here. Why don't you give us some real particulars of a maintenance or rehab problem you're facing in a quadplex or duplex that you think is being priced extortionately?
