Special Assessment Certificate of Sale Purchasers

need info on Special Assessment for Certificate of Sale Purchasers in Clark county nevada? I know they are not the same as a tax lien, does someone have more info on them? They pay 12% and put in first position with tax liens and have a 2 year redemption period.
