Tax deed redemption by owner in Shelby county Alabama

My question is, if I purchase a tax deed in Shelby county Alabama for $1,000.00 and the value of the property is $20,000.00, does the pervious owner have to pay the $1,000.00 plus 12% interest for having the property for one year or does the price have to be negotiated with the tax deed holder?

@Randall Townley, it's complicated regarding the improvements. Read some of my posts and blogs.  It all starts with the $1,000 plus interest, though. There is no negotiation except for improvement values. Everything else is arithmetic.
