Great Apartment Complex Deal

How would you go about getting this property. It is a 13.5 mil apartment complex . It has 148 units with 97% occupancy rate. It is s B grade complex . Great location near elementary school and park. How would I get the 20 percent Down payment? Anybody looking to partner ?
