Portland Residential Infill Project (RIP)

Hi Everyone,

We own a duplex in NE Portland. We are planning to convert the unfinished basement into a third unit. Our lot is zoned R2.5. Our understanding is that the Residential Infill Project (RIP) will make this easier to accomplish; however, I am still unclear how we will proceed. My understandings/issues are listed below:

1. We can now add an ADU, but the unit must be attached.

2. We can legally build out the basement making the building a triplex. Still, the new unit will be subject to the commercial code ($) with additional construction and safety requirements. Will this requirement be updated with the implementation of the RIP? I.e., will the new unit have to comply with the residential building code?

3. When will the different provisions go into effect? Is implementation being delayed to allow for potential legal challenges?

Any other information is appreciated. Our Contractor is ready to break ground, but we are waiting to hear back from the City of Portland.
