landlord license in Philly?

hi there - i'd really appreciate if someone could clarify the requirements & process for getting a landlord license in Philly. I own a condo there, new construction from last year.

According to this recent link: http://xcelpm.com/get-philadelphia-landlord-license/

...it seems that the CAL needs to be obtained by the HOA, not me:

"Note that the Commercial Activity License is required for all properties that have four or more residential units which are rented to separate tenants. A recent court ruling determined that individually owned condo units that are rented out must also have a CAL which includes all units in the building; this CAL must be obtained by the respective Condominium Association or management corporation."

It sounds like once the HOA has the CAL, then I can apply for the actual landlord license:

City of Philadelphia Housing inspection license.

Is this correct, or..?
