tenants reports neighbor harassment

Hi All,

Need some help for a strange problem. So my tenants report to me that one of the neighbors keeps stopping by the property and talking to them about their kids harassing his kids, which is not the case. The tenants have called the police 3 times and are thinking about breaking the lease if the situation continues.It is written in the lease that tenants can terminate the lease early in certain situations including stalking. Currently, the tenants are trying to obtain a police report.

Questions:

1) Does the neighbor's behavior fall into stalking behavior? So they can terminate the lease early without penalty?

2) if the above is correct, is there anything I can do? contact HOA?
