Above Ground Oil Tank

There is an above ground oil tank at a property I looked at in Richmond, Virginia. What are the rules and regulations concerning oil tanks and renters? Do I need to remove it? If so is it going to be terribly expensive? The plan is to BRRRR the house. The heating and cooling have been upgraded and the listing doesn't mention oil so I am assuming it is not being used anymore.
