What does the lease say regarding pest control? Does it address pest control? How did these guys manage to enter the property? Can they simply be scooted out through an open door?

@Melanie Armstrong Landlord, 100%. It's not the tenants fault they entered thru the chimney.

Get in there bang around so the raccoon's leave.. then close up the way they got in, vents in attics are also bad,, remove any tree limbs that are overhanging house.
Once they are out..
Make sure trash containers have lids,, dog food is not left outside,,
You could live trap but you have to check daily and remove them to a area a few miles away. Try and release them in same area if you catch more than one..
Raccoons usully give birth in spring / early summer so these raccoons more than likely are just looking for winter cover so babies will not likely be a issue..
