Schedule 30 and Short elbows

Inspected a bathroom remodel today.

The guy used 4" thin wall PVC and short turn elbow for the toilet drain.

Genova part number 40740

I think I'm going to have him rip it out and redo: I think elbow will lead to clogged toilets: no reason to not use schedule 40 at that same time.

My question is, do I give him a little extra money? As in this is something I'm being anal about/want above and beyond minimum code.

Or, is a short elbow and schedule 30 pvc non code compliant and I'd have legitimate grounds to have him eat cost to redo.

I know it isn't done what I  consider "right" or up to best practices, but is it "wrong"?

He's a great handyman, but never used him for drain plumbing before. I might get a plumber in or do it myself for next job.
