Water meter connection

Hello:

some one stole the copper pipes from a house that I own. They even took the water meter.

Now I have a copper pipe sticking out of the ground , has water in the pipe, I cant solder a coper pipe to it, can I use Plex to connect the water meter.

Please , any Ideas?
Would the city charge me for a new water meter.
