What to do when you have issues with your contractor? Philly

Hello everyone,
I come to you guys to see if you can help me or possibly direct me in the right direction. As a developer in Philadelphia there should be a place where I can go to get help if I am encountering problems with a contractor. where can I report someone who is working for the city but not providing the services or the time frame we agreed on a contract. Is there a commission for contractors where they are held accountable for providing good service under a license and insurance? I will also like to be able to protect other investors and developers from someone who is not worth hiring.

L+I is always good to reach out for. I would do a search through Phila.gov and see if they are even licensed. They should hold a Commercial Activity License as well as a Contractors License that requires a OSHA 30 Card.
