Philadelphia - use permit

If I’m not changing the way the home was used, do I still need a use permit?    

I’m not sure if previous owners ever got one.  What happens if I don’t get one?  It was a 3 family home and still is.

Yes it is already zoned as an RM-1

I couldn’t find the original plans of the house though.... it looks like some crazy extensions have been made and I’m not sure they are ‘official’.  I’m afraid to get the city involved because I heard they are slow and very bureaucratic.
