Paying A Store Owner to Post a Bandit Sign on their Premises

Hello everyone, so I am thinking of focusing on phase 2 marketing here in Maryland and I have some bandit signs ready to go. However, I was thinking of paying the owner of a store in a good traffic area, say, $500 per every deal that he refers to me that closes to let me place a bandit sign on their business premises. Is this a good idea? I am thinking of the best way to structure the deal, do I use 'inquire within' on the bandit sign and have him call me with a potential lead? Or do I leave a unique contact number right away on the bandit sign?

For Maryland investors, anything special I should be aware of?
