Off Market Outreach in My Neighborhood

Question: As a landlord/investor, how would you like to be approached to offload your property? How can a landlords information be found in county records?
Scenario: I moved into a neighborhood in 2020 that has single family properties, but the streets outside of it are duplexes. Most of these duplexes are run down and need some TLC. From county records, a lot of the duplexes were purchased in 2012 for sub $50k, and are likely worth about $190k today. I drive past these every day and would LOVE to get my hands on as many of them as I can.
I’ve tried to find the homeowners information in county records but I can’t seem to find that (maybe I’m looking in the wrong place?). What method would you recommend approaching this situation - direct mail, calling the landlords cell phone, knocking the doors and leaving my information/getting the landlords information?

Most counties have a public map server that lists details about the property, including the owner and mailing address. Some even include tax information.
If you can't find it, just call your county office and ask them for instructions.
