After a nice couple of hours driving for dollars, I started the process of figuring out who owns what property to contact them.  While on the phone with my county assessor's office, the nice lady said it appeared that the county owned the abandoned property but would have to do more digging.

If this is the case, how would one go about putting an offer in on that property and would I even have a chance at getting a deal?

The house seems to be in decent shape but will still require about $35k to get it to at least rentable condition (I'm shooting for a BRRRR deal here). It is a SFR just outside the city limits with a river view.
