I would say it is a D class area.  The price to rent ratio will be very good.  However, you will be investing in a very high crime area from a distance and will need to weigh all the problems that are associated with doing that versus what looks like great cash flow on paper.  I do not have any recommendations for property managers in that area.  @Ed Riggenbach has gotten some very positive reviews from other BP members.  I'm not sure if he works in that area or not.  

Not much appreication there but good cashflow. I own a property not too far for there. Let just say you cant leave it vacate too long or else you will need a full rehab all over again.
