Appealing an Atlanta Code Enforcement order?

I just learned about Code Enforcement violations on a property I inherited. I've been working on the property over the last 3 weeks, but the City hired a contractor to board up all windows and doors and secure the property because it is abandoned and vacant. Well, it is vacant, but certainly not abandoned anymore. I've spent over $10,000 on the property over the last 3 weeks cleaning it up and paying off delinquent taxes. How can I continue to improve the property if the contractor boards up the windows and doors tomorrow?
