Interesting. 

Not only apartments, but Thousands of renters, farmers, and schools would be impacted as well. 

On the east coast, the answer has been to go 'off-grid' and bypass the grid for operations that can handle it. It's usually best to work with net metering and the 'system' if possible. Hard to believe that CA would cut off schools and farmers, but that looks to be the mission. 

I hope this works out because the rest of the country looks at CA as a template for solar energy policy.

all our schools have already added the Tesla Mega pack batteries in prep for all Electric School Buses under the hvip program the inventives are too good to pass up for fleets and school buses. its helped our local grid stay on as we have no more backups. The school sells back to the grid at peak times when school is also out. For apartments and multifamily dwellings, Tenants complained that not enough rentals have to charge so the State proposed this solution as not enough landlords have converted older properties. 100% of new Solar and charging is required. We can get an extra $200/ per unit currently but not much longer as it will be everywhere soon with our $6 gas 100% of our Tenants plan to buy EVs to save money. Was also surprised about Farms as locally most farms have switched to electric tractors with the large incentives it's saving some Farms $200k per year in fuel cost.
