2 options to market 5/2 2-floor house

Hi, guys

We are finishing a rehab of a house in Charlotte, NC, and want to rent it out. The house itself has 2 floors: ground and first, and each floor can be treated as a separate living space (in theory). We essentially remodeled basement to make it 2br/1bath unit. The problem is that it is zoned still as a single family, so we are not yet putting a separate kitchen in the basement (while all the communications are ready), and want to try to market it as 5br/2bath house first.

Another option is to put a door between floors in the stairway and rent out both units separately, short term. This will require some extra investments in the landscaping and furniture, but as i understand it can be more profitable? I am not sure also about legal implications with this move and would not want to do that if there will be some blockers.

Can anyone recommend any strategy with this property or have any comments about what i wrote above?
