Water metering for community

So not necessarily an issue or problem yet...I own a home in a HOA community with about 120units. I am on the board and we are looking into adding water sub-metering to all the units to transfer that coast from the HOA fee to the home owners. Does anyone have experience or suggestions on how to take on a project this big? Do's and don't's, or things to be careful or look out for? Thanks for the help!
