Why a legal 2 family house only has one gas and electricity meter

Duplexes don't have to be separately metered. 

If you're the owner, you should try to get them separated though - that way you can charge all the utilities back to the tenants, increase your cashflow and incentivize not abusing the free utilities.

You'll have to get in contact with the company that provides your utilities. They should be able to point you in the right direction. I don't think that you can just hire a regular electrician to separately meter your electricity, for example. In my area, that's all through the utility company.
