What's up with all of these Duplexes for sail in the Wichita Area?

Looking around for opportunities and figured I would check around Wichita since I used to live there. There are a TON of Duplexes for sale. Why so many? Why do they seem to not be selling? For instance, 2515 W 55th St N., Wichita, KS 67204. Are there a bunch of specials or something?
