List of Cash Buyers Where City Records Online? or Real Estate Investing Course?

I found a real estate investing course that has a list of cash buyers from county records? or from the tax assessor's records? Is there an online source, a list of the all the cash buyers from x county? Does anyone know how to find updated lists of all the cash buyers from a certain area? Do county governments carry that information on their websites? Is it available online from an information service? Does the MLS have this information? Is it on county government websites? What county office keeps a record of cash buyers and how can a person access this information?
