(assuming this is a wholesale question) If you put in a ton of legwork to research properties that you see are in disrepair yes but the time and effort it takes will most likely result in you putting a value on your time of minimum wage or less.

@Kameron Carson They won't be in a nice easy list unless you want to pay for one you can drive around find properties that look like they might be a bit run down, write down the address, when you get back home you can look up the owner, then you can either write them a letter or do some investigate work / pay for a skip trace service to find a phone number and call them.  Keep in mind that once you have gotten to this point most of the people whose contact info you have aren't at all interested in selling.
