TLO skip tracing advice

Hello all,

I wanted to use TLO for skip tracing and I contacted them, but they said that I can't use their services to find phone numbers for owners of off market properties. However I see that a lot of you have used them, so I'm curious how you were able to contract their services for skip tracing.
