Help Deciphering These Metrics

I am a new RI. Wanting to go into flipping in this stage - to build capital - and then work my way into rentals. 

I am attempting to learn our market area.  I was considering flipping.  However, I read this article tonight discussing Mobile's market. While I understand what the numbers and graphs mean, I do not understand the big picutre - meaning, Is this good ,bad, standard, the beginning or end of a trend, a trun in the market, etc?
