Is a major cement shortage coming?

Many are projecting a worsening of the cement shortage.  The border wall will certainly not help.  Currently about 4 million metric tons of 14 million metric tons Texas uses each year have to be imported.  It takes years to get a permit for a new plant to manufacture it.  Expect prices and delays to increase.  This might cause continued upward pressure on existing home stocks.

I do not even want to get into what will happen if the Mexican government reduces the flow of cement across the border.
