I have an eBook on this topic.  Lots of pitfalls for startups vs. buying an existing park. It could take up to two years before you see any cash flow, as long as a year to get the permit for a new Well.  Could be a great plan or could be a major headache.

The Houston market is great and about to get even better for investors.  We're about to see one of the most massive transfers of housing in the market.  As folks temporary housing is expiring and they are realizing that insurance will not be enough to cover the full damages caused by Harvey.  Tons of folks are tired of the repeated flooding and ready to move to higher ground.  Buy and Hold investors are willing to take the risk on first time flooded properties and who knows what exactly this all means for the long-term.  All I know is that things are about to get very interesting here!

There are tons of investor meetups, happy hours and events for you to get started for free in Houston.  You can even get some free food and drinks at many of them!  But if you're serious about learning to wholesale find a good local Coach or mentor and start with the BP Investors's guide to investing.  Check out the local REIAs - Real Estate Investing Associations like The RICH Club and The Wealth Club.  Lots of contacts and resources at hand for you!

No need to be afraid of Well & Septic systems in MHPs.  Get all the records you can from the owner including the vendor info.  Become familiar with your state and local regs and keep a good reserve fund to deal with any unexpected repairs or emergencies.  Septic systems have been around  for centuries and they work - as long as they are kept in good condition.  

Is it an aerobic or spray system?  as long as it's not a lagoon system you should be fine.  $15k is really high for compliance - what does that cover?

Here's an interesting strategy you might consider.  Put a few extra acres under contract when you locate your building site.  Then sell the extra property you don't need and use those funds as the down payment for your projects.

Do you need a CPA or just a bookkeeper?  We use a CPA for audits and tax returns but use either bookkeeper and in house resources for the daily/weekly tasks.  Saves a great deal of money for us.   Michael Plaks is the best real estate bookeeper in Houston!  We found a great team of Jones & Wilson for CPA tasks.  Will send you their info.
