Congrats!  I would recommend one after the other instead of all at the same time.  It will be easier for you to get a sense of who they are and what they are about.  The job will go a lot smoother if you get along.  I'm not a 203K expert but isn't there a list of contractors that are approved?  If so I would start your search there.

I've walked by a few homes that needed work and done nothing, and then kicked myself when I later see them flipped in the near future.  Don't be me.  Have you tried a little digging into who the current owners are?  I've used property radar to look up owner info or you could contact a title company to look it up.  You could also look up permit info on the OpenDSD website.  Just a few thoughts.

Very cool idea, and ambitious, especially in California.  Despite the fact that building permits are not needed for the trailers, I would expect to get a lot of push back from both government and neighbors for a project of this scope.  I wish your colleague luck and I hope to hear more about it.

an architect or anyone with a background in architectural design or drafting would be able to help.  It would not have to be a licensed individual either.   Really anyone that could put together an exterior elevation drawing with your desired siding choices would be able to help you.   Craigslist or something like elance might be a good source of people willing to do this type of work.

Yes, I would say that is the norm right now.  Every builder we use on a regular basis is very busy, and their prices are going up up up.  

congrats on the property and sorry about the job!  you will no doubt find another soon.

What Bob said, although i've had some clients that bring their own subs, but if you haven't worked with any, your architect is the best source.  Some architects do their own M/E/P drawings in-house for single family homes, and almost all will coordinate btw subs and put together the full package for permit review.
